Poverty Reduction in China

  Therefore, poor areas must place priority on development of crop and animal farming. In 1996, the central government clearly stressed that, under the current circumstances, no central poverty firnds should be used for local industries, including processing industry. This is a very effective and essential experience for poor areas to reduce rural poverty.

  6. Adhere to combining poverty reduction work with development of grass-roots organization and family planning policy. Whether the people can be effectively mobilized and organized to participate in poverty reduction cause which can help them to change their own fate, and whether the people can be mobilized to initiate their enthusiasm and creativity for changing their production and living conditions and earn more income with necessary support from the government is largely dependent on grass-roots governments in rural areas, and is particularly contingent upon whether the community organizations could take initiatives and do an effective job and upon whether the community leaders are competent, dedicated and committed to matters of public good. Another important issue needs to be paid attention to is that it is of great importance to change the views of the poor people in poor areas about population birth so as to reverse the vicious cycle: "the poorer they are, the more children they give birth to, and the more children they give birth to, the poorer they become" . For this reason, in the poverty reduction work over the past years, we have been consistently stressing extensive participation of poor households, stressing the importance of the demonstrating and leading roles of the highly qualified and competent capable person in rural areas. At the same time, we have been giving priority to support those poor households who observe the family planning policy to help them become rich first. This policy has asserted direct and extensive impacts on development of poor areas.

  7. Strengthen the role of science and technology in reducing poverty and pay great attention to sustainable development of poor areas. Science and technology, particularly advanced applied agricultural technologies are an important and effective means to change the traditional production practices and to improve agricultural productivity in poor areas. Over the years, the central government has taken a series of key actions to improve the scien-tech level for poverty reduction activities, mainly mobilizing universities to teach in poor regions, organizing research institutes to disseminate applied agricultural technologies in poor townships and poor villages. These actions have effectively changed the backward productions practices in poor areas and contributed to raise unit production and to increase farmers'' income. At the same time, extensive application and dissemination of science and technology have, to some extent, reversed the predatory production at the price of degrading eco-environment, and thus are favorable for sustainable development of poor areas.

  8. Mobilize and organize central government administrations, NGOs and the general public to help and support development of poor areas. In China, reducing poverty is first of all the responsibility of the government, but, at the same time, it is also the common responsibility of all walks of life. Therefore, over the past decades, poverty reduction work in China has always been a widespread initiative advocated by the government with broad participation of the entire society.
